Terms of Reference Post Title – Monitoring and Evaluation Officer

The Ethiopian Human Rights Defenders Centre (EHRDC) was established in December 2019 and registered in November 2020 with registration number 5220 at the FDRE Authority for Civil Society Organizations. EHRDC is dedicated to the advocacy, capacity building, and protection of human rights defenders in Ethiopia to ensure their safety, security, and well-being, and evidence-based advocacy. Our center is looking for a qualified Monitoring and Evaluation Officer capable of supporting the Program department by monitoring and evaluating projects. The Monitoring and Evaluation Officer is responsible for observing and ensuring high-quality and timely inputs, and for ensuring that a project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost-effective and timely manner.

Key Responsibilities

  • Conduct and oversee data collection efforts, including baseline studies and gender analysis for each project location;
  • Develop and strengthen monitoring, inspection, and evaluation procedures
  • Monitor all project activities, expenditures, and progress toward achieving the project output;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of the project’s results;
  • Prepare quarterly monitoring reports, synthesize data, and contribute to annual reflection workshops, case studies, and documentation of results.
  • Conduct capacity assessment on existing monitoring and evaluation system
  • Develop indicators and a monitoring strategy for the project;
  • Recommend further improvement of the logical framework;
  • Develop monitoring and impact indicators for the project’s success;
  • Provide inputs, information, and statistics for quarterly, annual, and other reports to the program department
  • Participate in annual project reviews and planning workshops and assist the program department in preparing relevant reports;
  • Assess the effects and impact of projects;
  • Provide feedback to the program department on project strategies and activities;
  • Suggest strategies to the program department for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Contribute to the development and finalization of the MEL Framework, indicator framework, and data collection plan and also provide guidance, develop tools, and templates, and conduct staff training on key M&E concepts, data collection tools, and processes.
  • Provide oversight of external mid-term and final evaluations; develop Terms of Reference for external evaluation and conduct desk studies, compile results data, and synthesize information as requested.
  • Perform other duties as required

Skills

  • Written and oral communication, data collection and analysis, project management, research, statistical and analytical skills, time management, monitoring and evaluation planning, sampling, software, report writing, and presentation Skills

Requirement/Education

  • Minimum Bachelor’s Degree in development studies, Law, statistics, monitoring and evaluation, project management, economics and other related fields
  • At least two years of experience as a Monitoring and Evaluation personnel with CSOs/NGO settings or similar.
  • In-depth knowledge of project cycle management and advocacy development programming
  • Knowledge of development issues, trends, challenges opportunities, and implications to community advocacy development in the country.
  • Knowledge of effective participatory Monitoring, Evaluation, and Communication systems
  • Terms of payment
